Despite an interruption in delivery, a new outdoor post office services residents with no homes. The motto of the U. S. Postal Service (neither snow, nor rain, nor heat, nor gloom of night stays these couriers from the swift completion of their appointed rounds.) is covered by a government declaration after Hurricane Katrina.
